How I can edit my photos to use for dvlottery?

i scanned my photo and the size was 63.5, but ineed to reduce to no more than 62.0 to use it for the visa lottery.

I do not have visa requirements for this lot. Can it be, however, that your photo is in. Bmp? If so, open paint and save it as. Jpg, which reduces the size considerably.
