What is the word or phrase that does not, colloquial expressions, which would explain excuse bad behavior because of the circumstances?

I am writing an essay on "The Lottery" by Shirley Jackson, and I know that scapegoats will work, but there seems to be an adjustment of its truth.

I that the word "mitigate" would fit.
