I have to pay £ 1.00 per week for the national public transport?

How about this theory. We all pay £ 1 a week national public transport and not a penny more. There would be a covenant that the price should stay the same for ten years. Could you use transport public if that is all it costs. All new rolling stock maintenance and also is out of the £ 1 a week and if there is a shortfall of funds to operate all then this comes from the National Lottery from their money all our money. This would be for buses, trains, ferries, trams all local services nationwide. What Do You Think about it

That would be a good idea in theory, but people not going to refuse to pay using the "free-rider" problems.
