Why do mega millions lottery vendors ask you if you want cash or annuity BEFORE you buy the ticket?

What is the point in requiring every ticket buyer (like 20 million twice a week) weather they want cash or annuity in advance of winning. Would it not make more sense just to ask the winner. Do you want cash or annuity?

I agree, what a waste of time, 20 million times 15 seconds= 300 million seconds…
