Why not give me my money from the lottery?

Last week me and my 16 year old went to Costco and Food Maxx. My son is turning 17 and wants his own car so he's been playing the lottery often. While at Food Maxx bought a lottery ticket. He I said when you buy things and use your own money because he thinks he is an adult. So anyway, as I said two days later won his ticket at me 5k and he did. We sent the bill and denied the money. I asked where outlr have tickets and I guess to ensure fraud, got a hold of the tape where My son bought a ticket. They said we will not get the money, because you have 18 or 21 to purchase tickets. So what is supposed to do now?

Because the ticket invalid. If it was purchased by a person under 18 years, which is illegal, the entry is invalid. The person who sold you the ticket will fined and could lose their ability to sell tickets, because they did not check the identification of your child as required by law can not help but to buy tickets your child turns 18. You are lucky your child can not be arrested for this since the game is considered minor if you bought a ticket
