Is a letter and check from “atlantic Lottery” for reals or is it a scam?

I received a letter from Atlantic Lottery claiming I won a price. They also sent me a check with a smaller amount telling me to pay taxes with that amount. The check is from “Safeway Inc” Is this a scam or is it real?

You don’t get anything for nothing, it’s a scam do not answer do not give personal information.The following sites give more information.
