How do I start a lottery ticket company?

I am interested in starting a company (in New Jersey) that makes scratch-off tickets. I have capital, but I do not what legal processes I would have to go through, where i would have the cards manufactures, and how I would go about distributing them to stores.

Only the state can run a lottery. You’d have to get the contract from the state government to be the official producer of lottery tickets for the state. To do that, you’d have to know when the contract is going up for bid, and then you’d have to submit a proposal and be the lowest and/or the best bidder.

Which, to be honest, isn’t very likely to happen to a company that hasn’t even been established yet.
