Why Muslims forbidden "Haram" to play?

My friend is Muslim and not play poker, lottery gambling nor in the casino. Why poker is considered off limits. Could be out of reach if he plays chess for money and bet on races camel I see on the Travel Channel? Yes I understand that gambling is not permitted, but what about chess and poker are games of skill.
