Should Councils pay back lottery monies if…?

If Councils apply and secure lottery monies for specific projects – such as for the erection of a building where disabled toddlers and teengers can access for support – should they ethicially be made to repay the monies granted, if they later sell the building for alternative use. What are your thoughts? I’ve used this as an example, but I include monies granted for any purpose, which is later used elsewhere.

Yes, they would have to – its part of the terms and conditions of the grant. The Lottery monitors use of buildings they fund for 80 years.
